NB! As of 1 August 2019, we ask all patients, both those looking for primary counselling and recurrent patients, to book an appointment with a mental health nurse. The mental health nurse specifies and evaluates the patient’s state of health, advises them, and refers them to a psychiatrist.

The psychiatry outpatient clinic is open Mon–Fri from 9 a.m. to 5 p.m.
You can book an appointment by calling 617 2644 or 617 2623 or booking an appointment online.
Registration is open from 8.30 a.m. to 5 p.m.
If you cannot come to the appointment, be sure to let us know by phone at 6172644 or 6172623 or by e-mail at registratuur@regionaalhaigla.ee. Be sure to include your name, personal identification code, and contact phone in the e-mail. That way, we can offer your time to another patient.
Blood tests are given on the basis of a live queue on working days from 8.30 a.m. to 13 p.m.
Triage nurses admit extraordinary patients in the Psychiatry Outpatient Clinic on working days from 9 a.m. to 4 p.m. They specify the nature and duration of the problem, make a decision on further assistance, and, if necessary, refer the patient to the doctor on duty.
With health-related problems, please contact your family physician first. The family physician will assess whether and how a medical specialist can contribute to the treatment. The family physician has the opportunity to use the e-consultation service that allows them to consult a medical specialist quickly.
A psychiatrist does not currently require a referral, but it is recommended, as knowing the circumstances of the referral can help to improve the quality of the service.
Specialists of the Psychiatry Outpatient Clinic
In order to ensure the complete treatment of the patient, a treatment team consisting of different specialists is involved in the preparation of the treatment plan. The team includes psychiatrists, clinical psychologists, and mental health nurses who work on the basis of a schedule.
Mental health nurse
A mental health nurse is a specialist with specific skills and knowledge who assesses the patient’s health and analyses their health risks, counsels the patient and his/her relatives, and improves their everyday life while focusing on the mental disorder.
The mental health nurse works closely with the psychiatrist, psychologist, social worker, and other professionals.
Mental health nurses admit patients on first referral, as well as those who have already started their treatment and need health monitoring. The mental health nurse specifies and evaluates the patient’s state of health, advises them, and refers them to a psychiatrist.
Mental health nurses offer phone consultations from 9 a.m. to 10 a.m. on weekdays. In order to provide a faster and more efficient service, we ask you to book an appointment for a mental health nurse instead of a telephone consultation.
Children and adolescents aged 12–17 years can book an appointment with a mental health nurse with a referral from a psychiatrist, in case of a need of emergency assistance, and for primary counselling (referred by the family physician, family nurse, social worker of the local government, child protection worker, school representative. NB! The parent’s consent is required).
For primary counselling, the following must be submitted:
- An identification document of the child/adolescent;
- Description of social and academic skills by the school;
- A referral letter from the specialist responsible for the child.
The primary consultation lasts for 60 minutes

Psychiatrist
A psychiatrist deals with people’s mental health problems by focusing on diagnosing, evaluating, and treating mental and behavioural disorders. The main psychiatric research method is a psychiatric interview; additional studies will be determined as necessary.
Clinical psychologist
A clinical psychologist offers various research methods and psychotherapy methods (cognitive-behavioural therapy, family therapy) for both children and adults. Cognitive-behavioural therapy is a collaborative and goal-oriented method of treatment that helps to change a person’s mental and behavioural patterns and response patterns, thereby improving their emotional state. A referral of a psychiatrist is required.
Information
The Psychiatry Outpatient Clinic includes a mental health centre. The centre is responsible for conducting forensic psychiatric examinations.
In the outpatient clinic, we use the most effective and modern treatment methods, such as electroconvulsive therapy and from September 2016, transcranial direct current stimulation. Transcranial direct current stimulation is a new method of treating depression that uses brain stimulation based on a weak electric current. TDCS is a very simple and non-invasive brain stimulation method.
Programme ‘A soberer and healthier Estonia’
The Psychiatry Outpatient Clinic has also joined the programme ‘A soberer and healthier Estonia’. One part of the programme is the provision of alcohol abuse treatment services.
